Two independent values
The certificate and the record are not the same thing.
Every LegisCert™ record carries two distinct trust signals. Together, they establish both the current status of the certification and the integrity of the certified record.

A public certificate ID resolves to the registry and confirms whether the named certification record is active, expired, withdrawn, superseded, or otherwise changed.
